It begins with the homeless. Then another group, then another, Until, well, just remember Germany. It isn’t pretty!

According to MSN, the Columbia City Council unanimously approved the plan, creating special police patrols, that would enforce “quality of life” laws, involving loitering, public urination, and other crimes not necessarily restricted to the homeless population.

Those officers would then offer the homeless a choice:

Go to jail for their homelessness or be shuffled to a 240-bed, 24-hour shelter on the outskirts of town, which they wouldn’t be allowed to easily leave.

According to the Activist Post, the Columbia South Carolina plan is already complete with an urgent Emergency Homeless Response report. And that report includes information about hauling the homeless away in transport vans to an already stationed shelter with workers, phone number for townspeople to report “the person in need,” an officer stationed to control foot traffic, public feeding moved there, more foot patrol officers for the city to keep out the homeless. Oh, and the homeless can’t walk off the premises!

If they want to leave, they must get permission, set up an appointment and be shuttled by a transport van. A patrolman will guard the road leading in to make sure homeless don’t wander off downtown.

Ex-prisoners will be shuttled there unless someone picks them up from the county jail. No foot traffic allowed, only shuttle van arrival. The plan is a city plan and not a federal government plan.

This is Los Angeles Police Department officers shooting a homeless man during a dramatic struggle. This may not suitable for some viewers.

The video begins with a cluster of officers, seven in total, fighting with the man on the sidewalk.

Two squad cars can be seen in the camera’s view and the area of town appears to be a central hub for the homeless. Tarps line the street and other people are milling around in the background of the scene.

As the officers are struggling with the man, a woman is seen holding a stick or a rod to square up to swing it. At that point, two officers move towards her and throw her on the ground and handcuff her.

As an officer and the man go to the ground, the officer yells to another, “give me my stick.”

But the struggle continues and the officer can be heard saying several times, “he’s going for my gun.”

Five shots ring out as the officers back away and hold their weapons on the motionless man. It is unclear if the same officer fired all of the shots or if other officers began firing after the initial shot.

After the shooting, a crowd gathered behind the cameraman grows agitated.

“Y’all guys killed that man,” the man filming the incident is heard saying. The video was uploaded to Facebook by a man named Anthony Blackburn. The caption on the entry is “Homeless man just killed by police minutes ago downtown L.A.”

“And there’s nine motherfucking police out there,” he said. “Ain’t nobody got no fucking guns.”

The full details of the shooting are not yet clear.

TheDC has not confirmed whether the shooting did indeed occur on Sunday, though other traffic on social media suggests that it did. It is also not certain that the man died as a result of the shooting.

Towards the end of the video, the officers begin to secure the scene. The officer who had been on top of the man moves towards people in the crowd, many of whom are filming.

The man behind the camera identifies the officer, who is black, and says “that’s the one that killed him right there” before barraging him with other insults.

The homeless man’s race cannot be determined from the video.

Tampa Criminalizes Homelessness

Jail is now the answer for homeless people found sleeping on the streets in Tampa. Following the passage of the city’s new ordinance, many protestors have spoken out in opposition, arguing that this is actually creating even more barriers for the homeless population.

While homelessness is a major issue in Tampa — the city now has the most homeless people for a mid-sized city according to a recent study — many residents of the area and surrounding areas are outraged by the new law. Three such individuals joined HuffPost Live’s Alyona Minkovski to discuss the issue.

Amanda Mole, editor of the Tampa Epoch, made the argument that this will drain taxpayer dollars.

“It costs roughly 50 dollars a day to incarcerate one homeless person for one day. And during the last homeless count that took place, we had 356 homeless people in jail,” she said. “With those numbers we spent about 6.6 million dollars a year in Hillsborough County alone just on incarcerating the homeless.”

“Most of the crimes have nothing to do with anything that would actually harm anybody. They’re being arrested for loitering or trespassing,” Mole continued.

Ola Abiose, A student at The Washington University in St. Louis, contributed from the perspective of a resident in another city with a large homeless population.

“This is the most punitive thing I think I’ve seen.”

“The big thing about this that was interesting is that the mayor and a lot of other people seem to be saying that this is in the best interest of the homeless,” she continued. “But I don’t know how a criminal record would be advantageous to anyone who is eventually looking to seek long-term employment. This is really a step in the wrong direction.”

A new video shows LA police officers dragging a homeless man from his tent just moments before they shot him dead in a street confrontation on the city’s Skid Row.

This latest video shows the man – who is thought to have been called Booth, but is known locally as ‘Africa’ and ‘Cameroon’ in reference to his African heritage – disappearing into his tent after apparently speaking to police.

But officers swoop down on the man and drag him from his tent, which appears to collapse.
