Just prior to the Supermoon of March 18th, 2011, the world witnessed a natural and manmade disaster of epic proportions. What transpired off the coast of Honshu Island, Japan on March 11 has forever altered the planet and irremediably affected the global environment. Whereas the earthquake and tsunami proved to be truly apocalyptic events for the people of Japan, the ongoing nuclear disaster at Fukushima is proving to be cataclysmic for the entire world.

Most of the world community is still unaware of the extremely profound and far-reaching effects that the Fukushima nuclear disaster has had. If the nations of the world really understood the implications of the actual ‘fallout’ – past, current and future – the current nuclear energy paradigm would be systematically shut down. For those of us who are in the know, it is incumbent upon each of us to disseminate the relevant information/data necessary to forever close down the nuclear power industry around the globe.

There is now general agreement that the state of the art of nuclear power generation is such that it was deeply flawed and fundamentally dangerous from the very beginning. This fact was completely understood to be the case by the industry insiders and original financiers of every nuclear power plant ever built. Nuclear engineers had a very good understanding of just how vulnerable the design, engineering and architecture was at the startup of this industry. Nevertheless, they proceeded with this ill-fated enterprise at the behest of who?

Therefore, this begs the question, “Why would such an inherently unsafe technology and unstable design be implemented worldwide in the first place?”

More importantly, “Who ought to be responsible for mitigating this ongoing planetary nuclear disaster?” And, is there any practical way this predicament can be fixed? Is there technology available which can address this situation in any meaningful way?

With the increasing energy needs of the global economy pushing energy-poor nations like Japan into nuclear power, the economic incentive has always overridden good judgment. Especially in Japan do we see a nation that was literally set up to be a poster child for the nuclear power industry. This, in a place that is known to be the most seismically active region in the world!

Numerous headlines over the past few weeks have been relentless in trumpeting Japan’s begrudging response to this global wakeup call. For the first time since nuclear power has been used in the land of Nippon, all 55 nuclear power plants now sit idle. This is of course very good news for the people of Japan. The question now remains how to go about remediating all of these vulnerable and unsafe nuclear reactors. Particularly because of those nuclear plants that are located anywhere along the Japanese coastline is this remediation imperative an existential necessity.

Since the very first news about the Fukushima nuclear disaster came to light, many industry researchers and various investigations have unveiled the multi-decade plot to foist nuclear power onto the islands of Japan. The many forces arrayed against the Japanese people were so formidable that this ill-fated enterprise could only come to such an unfortunate outcome. Just as humankind learned from the folly of dropping atomic bombs on Hiroshima and Nagasaki, Fukushima has served as an example of how not to implement nuclear power generation.

If Japan is to remain habitable for future generations, there are certain (nuclear) matters confronting every corner of this island nation which must be addressed post haste. We know the people of Japan are up to it. The real question is whether the powers who have controlled their destiny are willing to back off for once since WWII.

Can the USA, the UK, Israel and France completely let go of their control of the Japanese economy, energy infrastructure and political process? Not only does the very existence of Japan rely on this relinquishment of control, the futures of the USA, UK and France do as well.

Global “Manhattan Project” Required

It is quite quizzical that those who run the Global Control Matrix have not yet seized the day. What is clearly at stake is the Pacific Ocean, its shorelines, numerous national economies, as well as myriad ecosystems and aquatic environments.
If they persist in this display of passivity and willful neglect, the planet may never recover. Surely, we can offer the observation that as the Pacific becomes exposed to massive volumes of radioactive water being dumped from the Fukushima site, eventually this radiation will find its way to the four corners of that ocean and beyond.

There has been a steady barrage of headlines lately aimed at those who can respond to this global catastrophe with some degree of cogency. A uniquely cohesive international response is urgently required if there is to be any hope of a successful remediation. Only a fully represented international think tank and implementation team has any chance of formulating a strategy that might be successful at fixing Fukushima.

We’re thinking of a Manhattan Project type of gravity. After all, if such a serious project was established in the interest of creating an atomic bomb, surely a similar endeavor can be initiated in the interest of saving the same country, that was ravaged by nuclear war, from Fukushima-generated radiation.

Japan has clearly shown that this disaster is way beyond their ability to manage and capacity to address in any meaningful way. Their entire culture seems to ensure that the real problems will be constantly swept under the rug. The problem this time around is that there may soon be no rug to sweep it under.

As Fukushima Goes, So Goes Japan

The preceding article clearly sets forth the thesis that if Tokyo requires evacuation in the future, the Japanese economy will immediately collapse. This eventuality would merely be the first domino to fall toward the collapse of the entire global economy. The prospect at this point is so real that those decision-makers at the top of the Global Control Matrixcan’t afford not to inaugurate a worldwide effort to remediate Fukushima.

The upshot of each of the preceding articles is that the Pacific Ocean is extremely vulnerable to the radioactive waste being dumped into her waters at Fukushima. Should another catastrophic earthquake occur, it could create a new and more complicated nuclear disaster scenario that is truly irreparable. Even without any seismic activity affecting the nuclear sites, the current state of affairs has taken for granted that the Pacific Ocean will become a nuclear dumping ground for decades to come. It has not been lost on us that such an inevitability appears to be the only practical expedient available.

We are truly saddened by the great loss of marine life and harm to myriad aquatic and shoreline ecosystems. As the nuclear radiation is exported around the Asian Ring of Fire, genetic mutation will begin to affect every form of life — from phytoplankton to whales, from seabirds to mangroves, from dolphins to krill. Everything that lives near the Pacific will be at risk to some degree. Anyone who lives, works or plays in or around the Pacific will be compelled to evaluate their relationship to this great ocean.

What have we done to Mother Earth by siting nuclear power plants in the most seismically active region of the world?!

What in God’s Creation can possibly be done to fix it?

Never in the history of humankind has the planet been confronted with such a grave set of circumstances. Fukushima represents all that can go wrong when scientific applications and technological advancement within a crude industrial context have gone awry. Unfortunately, given the many trajectories that numerous fields of technological innovation are currently on, Fukushima and the BP Gulf oil spill of 2012 may only be the beginning of a period of  accelerating technospheric breakdown which will sweep across the planet.

The contamination level of Mizumoto Park turned out to be the same level of “off-limits zone” in Chernobyl.
The contamination level of the park was 23,300 Bq/Kg.
According to Nuclear Safety Commission, it is converted to be 1.4 ~1.5 million Bq/m2.

In Chernobyl, if the area is more contaminated than 1.48 million Bq/m2, it was labelled as off-limits zone, which was the worst level of the pollution.
Because cesium doesn’t choose Mizumoto park intentionally, at least some parts are contaminated as the worst area of Chernobyl.

Fukushima Daiichi Won’t Succeed

A friend in Japan raised questions about the feasibility of underground concrete entrenchment (360-degree entombment) of the damaged reactors at Fukushima No.1 nuclear plant. This fellow pointed out that a concrete seal was successfully built at Chernobyl, even if hundreds of laborers who worked underground later died from radiation exposure.
 
My response was skeptical since Chernobyl’s concrete sarcophagus is now cracking apart due to soil settling and internal heat build-up. There is also major differences in soil structure between Chernobyl and Fukushima. Ukraine is a semi-arid steppe with a water table at considerable depth below the reactor. Fukushima No.1 rests on landfill comprising loose rock and sand over the natural seabed and is positioned only a couple of meters above the high tide mark. Water seepage and earthquake-caused liquefaction have seriously disturbed this rather weak soil structure.
 
The carbon reactor at Chernobyl caught fire as the uranium rods melted down, creating a molten lava flow. At Fukushima, however, the quake damage and loss of water from inside the reactors caused many fuel rods to shatter. Broken pieces of uranium fell to the bottom of the reactor cores and melted through their shrouds into the containment chambers.
 
The chemical evidence of slaked lime (calcium hydrate) in the air indicates the rod fragments then seared past the containment shields and burned through the reactor buildings’ concrete footing.The continuous release of iodine-131 for more than 4 months in both air and sea water samples also indicates nonstop nuclear fission. Due to the intense heat underground, any concrete poured below the reactors will probably be unable to harden uniformly.
 
Therefore the current strategy being considered by Tepco engineers is to pump polymer resin under the reactors to prevent the inflow of sea water and ground water. Unfortunately a watertight seal is practically impossible to achieve since the rod fragments will melt though this bubble as well.
 
A shocking discovery at Fukushima was that zirconium (used as a “transparent” – allowing passage of neutrons – protective cladding around the fuel rods) when superheated can become a catalyst for an esoteric type of nuclear fission. At extreme temperatures, zirconium ignites even the tiniest quantities of airborne nuclear isotopes, releasing “blue lightning”. This means that zirconium catalysis could also be occurring underground, triggering mini-fission events. This sort of nuclear reaction is terra incognita, a yet unexplored frontier of physics, the joker in the deck.
 
Much of the danger comes from simpler processes. Extremely hot magma, consisting of nuclear residues mixed with soil minerals, will boil any sea water seeping underground, creating pressurized steam.Think of oatmeal cooking in a pot and how bubbles create blow holes. The same is happening inside the landfill.
 
The steam-created tubes harden when they cool, leaving lines of structural weakness. Eventually, these air pockets will collapse, and the massive weight of the water-filled reactors, piles of spent rods and their supporting structures will drop into deep sinkholes.
 
If the magma tubes become filled with sea water, the landfill will resemble a gigantic sponge, prone to liquefaction and collapse under earthquake motion. Even the resonance vibrations from large machines could trigger the sudden opening of new sinkholes.
 
Water holds other dangers as well, since it is a better medium for nuclear fission than the mix of stones, dirt and concrete now under the reactors. Once sea water seeps into the newly opened underground channels, the fissile particles will become free-floating and fire neutrons into bits of uranium, plutonium and other isotopes, triggering cascades of fission. The resulting steam pressure is volcanic, bursting out of the ground and spewing vast amounts of radioactive material into the atmosphere. The oatmeal spatters across the stove top.
 
The problem with concrete is that it not only keeps sea water out but also traps any liquid inside the seal. A concrete sarcophagus then becomes a witches’ brew of nuclear fission.
 
Entombment of a reactor built on landfill over the seabed is therefore practically impossible. After the reactors drop into sinkholes, the meltdowns could go on for decades.
 
The one possible solution to this apocalyptic scenario is the stuff that propelled Ronald Reagan into nationwide fame as host of GE Family Theater: borax. The alkali salt used in laundry powder consists of about 15 percent boron-10, the neutron-absorbing mineral used in control rods inside nuclear reactors. Boron intercepts neutrons, thereby reducing the number of fission events and thus cooling the loose uranium.
 
Borax dissolves in water, meaning it can be poured into the water seeping underground through turbine rooms and the maze of broken pipes. Around the hot spots, the mineral salt will turn solid, trapping and separating uranium particles. The crystalized borax will fill the steam-created gaps in the soil, strengthening the overall weight-bearing structure. The hard angular crystals can also resist seismic movement, reducing the problem of liquefaction.
 
Borax can be poured into water seeping through the turbine rooms and damaged pipes or inserted through bore holes drilled at an angle under the reactor.
This mineral salt as low toxicity, making it safe for the workers, and is harmless if it leaks into the sea. Cheap, abundant and mined in the western USA, borax is the solution for cleaning up an awful mess. If Reagan endorsed it, borax might actually work.

The World is at a critical crossroads. The Fukushima disaster in Japan has brought to the forefront the dangers of Worldwide nuclear radiation.

“This time no one dropped a bomb on us … We set the stage, we committed the crime with our own hands, we are destroying our own lands, and we are destroying our own lives.”

Nuclear radiation –which threatens life on planet earth– is not front page news in comparison to the most insignificant issues of public concern, including the local level crime scene or the tabloid gossip reports on Hollywood celebrities.

While the long-term repercussions of the Fukushima Daiichi nuclear disaster are yet to be fully assessed, they are far more serious than those pertaining to the 1986 Chernobyl disaster in the Ukraine, which resulted in almost one million deaths (New Book Concludes – Chernobyl death toll: 985,000, mostly from cancer Global Research, September 10, 2010, See also Matthew Penney and Mark Selden  The Severity of the Fukushima Daiichi Nuclear Disaster: Comparing Chernobyl and Fukushima, Global Research, May 25, 2011)

 Moreover, while all eyes were riveted on the Fukushima Daiichi plant, news coverage both in Japan and internationally failed to fully acknowledge the impacts of a second catastrophe at TEPCO’s (Tokyo Electric Power Co  Inc) Fukushima Daini nuclear power plant.

The shaky political consensus both in Japan, the U.S. and Western Europe is that the crisis at Fukushima has been contained.

The realties, however, are otherwise. Fukushima 3 was leaking unconfirmed amounts of plutonium. According to Dr. Helen Caldicott, “one millionth of a gram of plutonium, if inhaled can cause cancer”.  

An opinion poll in May 2011 confirmed that more than 80 per cent of the Japanese population do not believe the government’s information regarding the nuclear crisis. (quoted in Sherwood Ross, Fukushima: Japan’s Second Nuclear Disaster, Global Research, November 10, 2011)

The Impacts in Japan

The Japanese government has been obliged to acknowledge that “the severity rating of its nuclear crisis … matches that of the 1986 Chernobyl disaster”. In a bitter irony, however, this tacit admission by the Japanese authorities has proven to been part of  the cover-up of a significantly larger catastrophe, resulting in a process of global nuclear radiation and contamination:

“While Chernobyl was an enormous unprecedented disaster, it only occurred at one reactor and rapidly melted down. Once cooled, it was able to be covered with a concrete sarcophagus that was constructed with 100,000 workers. There are a staggering 4400 tons of nuclear fuel rods at Fukushima, which greatly dwarfs the total size of radiation sources at Chernobyl.” ( Extremely High Radiation Levels in Japan: University Researchers Challenge Official Data, Global Research, April 11, 2011)

Worldwide Contamination

The dumping of highly radioactive water into the Pacific Ocean constitutes a potential trigger to a process of global radioactive contamination. Radioactive elements have not only been detected in the food chain in Japan, radioactive rain water has been recorded in California:

“Hazardous radioactive elements being released in the sea and air around Fukushima accumulate at each step of various food chains (for example, into algae, crustaceans, small fish, bigger fish, then humans; or soil, grass, cow’s meat and milk, then humans). Entering the body, these elements – called internal emitters – migrate to specific organs such as the thyroid, liver, bone, and brain, continuously irradiating small volumes of cells with high doses of alpha, beta and/or gamma radiation, and over many years often induce cancer”. While the spread of radiation to the West Coast of North America was casually acknowledged, the early press reports (AP and Reuters) “quoting diplomatic sources” stated that only “tiny amounts of radioactive particles have arrived in California but do not pose a threat to human health.”

“According to the news agencies, the unnamed sources have access to data from a network of measuring stations run by the United Nations’ Comprehensive Test Ban Treaty Organization. …

… Greg Jaczko, chair of the U.S. Nuclear Regulatory Commission, told White House reporters on Thursday (March 17) that his experts “don’t see any concern from radiation levels that could be harmful here in the United States or any of the U.S. territories”.

Public Health Disaster. Economic Impacts

What prevails is a well organized camouflage. The public health disaster in Japan, the contamination of water, agricultural land and the food chain, not to mention the broader economic and social implications, have neither been fully acknowledged nor addressed in a comprehensive and meaningful fashion by the Japanese authorities.

 Japan as a nation state has been destroyed. Its landmass and territorial waters are contaminated. Part of the country is uninhabitable. High levels of radiation have been recorded in the Tokyo metropolitan area, which has a population of  39 million (2010) (more than the population of Canada, circa 34 million (2010)) There are indications that the food chain is contaminated throughout Japan:

Radioactive cesium exceeding the legal limit was detected in tea made in a factory in Shizuoka City, more than 300 kilometers away from the Fukushima Daiichi nuclear power plant. Shizuoka Prefecture is one of the most famous tea producing areas in Japan.

A tea distributor in Tokyo reported to the prefecture that it detected high levels of radioactivity in the tea shipped from the city. The prefecture ordered the factory to refrain from shipping out the product. After the accident at the Fukushima nuclear power plant, radioactive contamination of tea leaves and processed tea has been found over a wide area around Tokyo. Japan’s industrial and manufacturing base is prostrate. Japan is no longer a leading industrial power. The country’s exports have plummeted. The Tokyo government has announced its first trade deficit since 1980.

While the business media has narrowly centered on the impacts of power outages and energy shortages on the pace of productive activity, the broader issue pertaining to the outright radioactive contamination of the country’s infrastructure and industrial base is a “scientific taboo” (i.e the radiation of industrial plants, machinery and equipment, buildings, roads, etc). A report released in January 2012 points to the nuclear contamination of building materials used in the construction industry, in cluding roads and residential buildings throughout Japan.(See  FUKUSHIMA: Radioactive Houses and Roads in Japan. A “coverup report” by the Ministry of Economy, Trade and Industry (May 2011), entitled Economic Impact of the Great East Japan Earthquake and Current Status of Recovery  presents “Economic Recovery” as a fait accompli. It also brushes aside the issue of radiation. The impacts of nuclear radiation on the work force and the country’s industrial base are not mentioned. The report states that the distance between Tokyo -Fukushima Dai-ichi  is of the order of 230 km (about 144 miles) and that the levels of radiation in Tokyo are lower than in Hong Kong and New York City.(Ministry of Economy, Trade and Industry, Impact of the Great East Japan Earthquake and Current Status of Recovery, p.15). This statement is made without corroborating evidence and in overt contradiction with independent radiation readings in Tokyo (se map below). In recent developments, Sohgo Security Services Co. is launching a lucrative “radiation measurement service targeting households in Tokyo and four surrounding prefectures”.

“Radiation limits begin to be exceeded at just above 0.1 microsieverts/ hour blue. Red is about fifty times the civilian radiation limit at 5.0 microsieverts/hour. Because children are much more sensitive than adults, these results are a great concern for parents of young children in potentially affected areas.

The fundamental question is whether the vast array of industrial goods and components “Made in Japan” — including hi tech components, machinery, electronics, motor vehicles, etc — and exported Worldwide are contaminated? Were this to be the case, the entire East and Southeast Asian industrial base –which depends heavily on Japanese components and industrial technology– would be affected. The potential impacts on international trade would be farreaching. In this regard, in January, Russian officials confiscated irradiated Japanese automobiles and autoparts in the port of Vladivostok for sale in the Russian Federation. Needless to say, incidents of this nature in a global competitive environment, could lead to the demise of the Japanese automobile industry which is already in crisis.

While most of the automotive industry is in central Japan, Nissan’s engine factory in Iwaki city is 42 km from the Fukushima Daiichi plant. Is the Nissan work force affected? Is the engine plant contaminated? The plant is within about 10 to 20 km of the government’s “evacuation zone” from which some 200,000 people were evacuated (see map below).


Nuclear Energy and Nuclear War

The crisis in Japan has also brought into the open the unspoken relationship between nuclear energy and nuclear war.

Nuclear energy is not a civilian economic activity. It is an appendage of the nuclear weapons industry which is controlled by the so-called defense contractors. The powerful corporate interests behind nuclear energy and nuclear weapons overlap.

In Japan at the height of the disaster, “the nuclear industry and government agencies [were] scrambling to prevent the discovery of atomic-bomb research facilities hidden inside Japan’s civilian nuclear power plants”.1  (See Yoichi Shimatsu, Secret Weapons Program Inside Fukushima Nuclear Plant?Global Research,  April 12, 2011)

It should be noted that the complacency of both the media and the governments to the hazards of nuclear radiation pertains to the nuclear energy industry as well as to to use of nuclear weapons. In both cases, the devastating health impacts of nuclear radiation are casually denied. Tactical nuclear weapons with an explosive capacity of up to six times a Hiroshima bomb are labelled by the Pentagon as “safe for the surrounding civilian population”.

No concern has been expressed at the political level as to the likely consequences of a US-NATO-Israel attack on Iran, using “safe for civilians” tactical nuclear weapons against a non-nuclear state.

Such an action would result in “the unthinkable”: a nuclear holocaust over a large part of the Middle East and Central Asia. A nuclear nightmare, however, would occur even if nuclear weapons were not used. The bombing of Iran’s nuclear facilities using conventional weapons would contribute to unleashing another Fukushima type disaster with extensive radioactive fallout.  Nuclear Radiation: Categorization

At Fukushima, reports confirm that alpha, beta, gamma particles and neutrons have been released: 

“While non-ionizing radiation and x-rays are a result of electron transitions in atoms or molecules, there are three forms of ionizing radiation that are a result of activity within the nucleus of an atom.  These forms of nuclear radiation are alpha particles (α-particles), beta particles (β-particles) and gamma rays (γ-rays).

Alpha particles are heavy positively charged particles made up of two protons and two neutrons.  They are essentially a helium nucleus and are thus represented in a nuclear equation by either α or n1.  See the Alpha Decay page for more information on alpha particles.

Beta particles come in two forms: n2 and n3n3 particles are just electrons that have been ejected from the nucleus.  This is a result of sub-nuclear reactions that result in a neutron decaying to a proton.  The electron is needed to conserve charge and comes from the nucleus.  It is not an orbital electron.  n2particles are positrons ejected from the nucleus when a proton decays to a neutron.  A positron is an anti-particle that is similar in nearly all respects to an electron, but has a positive charge.  See the Beta Decay page for more information on beta particles.

Gamma rays are photons of high energy electromagnetic radiation (light).  Gamma rays generally have the highest frequency and shortest wavelengths in the electromagnetic spectrum.  There is some overlap in the frequencies of gamma rays and x-rays; however, x-rays are formed from electron transitions while gamma rays are formed from nuclear transitions. A neutron is a particle that is found in the nucleus, or center, of atoms. It has a mass very close to protons, which also reside in the nucleus of atoms. Together, they make up almost all of the mass of individual atoms. Each has a mass of about 1 amu, which is roughly 1.6×10-27kg. Protons have a positive charge and neutrons have no charge, which is why they were more difficult to discover.” (SOURCE:

“Many different radioactive isotopes are used in or are produced by nuclear reactors. The most important of these are described below:

1. Uranium 235 (U-235) is the active component of most nuclear reactor fuel.

2. Plutonium (Pu-239) is a key nuclear material used in modern nuclear weapons and is also present as a by-product in certain reprocessed fuels used in some nuclear reactors. Pu-239 is also produced in uranium reactors as a byproduct of fission of U-235.

3. Cesium (Cs-137 ) is a fission product of U-235. It emits beta and gamma radiation and can cause radiation sickness and death if exposures are high enough. …

4. Iodine 131 (I-131), also a fission product of U-235, emits beta and gamma radiation. Confused and often conflicting reports out of Fukushima 1 nuclear plant cannot be solely the result of tsunami-caused breakdowns, bungling or miscommunication. Inexplicable delays and half-baked explanations from Tokyo Electric Power Company (TEPCO) and the Ministry of Economy, Trade and Industry (METI) seem to be driven by some unspoken factor.

The smoke and mirrors at Fukushima 1 seem to obscure a steady purpose, an iron will and a grim task unknown to outsiders. The most logical explanation: The nuclear industry and government agencies are scrambling to prevent the discovery of atomic-bomb research facilities hidden inside Japan’s civilian nuclear power plants.

A secret nuclear weapons program is a ghost in the machine, detectable only when the system of information control momentarily lapses or breaks down. A close look must be taken at the gap between the official account and unexpected events.

Conflicting Reports

TEPCO, Japan’s nuclear power operator, initially reported three reactors were operating at the time of the March 11 Tohoku earthquake and tsunami. Then a hydrogen explosion ripped Unit 3, run on plutonium-uranium mixed oxide (or MOX). Unit 6 immediately disappeared from the list of operational reactors, as highly lethal particles of plutonium billowed out of Unit 3. Plutonium is the stuff of smaller, more easily delivered warheads.

A fire ignited inside the damaged housing of the Unit 4 reactor, reportedly due to overheating of spent uranium fuel rods in a dry cooling pool. But the size of the fire indicates that this reactor was running hot for some purpose other than electricity generation. Its omission from the list of electricity-generating operations raises the question of whether Unit 4 was being used to enrich uranium, the first step of the process leading to extraction of weapons-grade fissionable material.

The bloom of irradiated seawater across the Pacific comprises another piece of the puzzle, because its underground source is untraceable (or, perhaps, unmentionable). The flooded labyrinth of pipes, where the bodies of two missing nuclear workers-never before disclosed to the press- were found, could well contain the answer to the mystery: a lab that none dare name.

Political Warfare

In reaction to Prime Minister Naoto Kan’s demand for prompt reporting of problems, the pro-nuclear lobby has closed ranks, fencing off and freezing out the prime minister’s office from vital information. A grand alliance of nuclear proponents now includes TEPCO, plant designer General Electric, METI, the former ruling Liberal Democratic Party and, by all signs, the White House.

Cabinet ministers in charge of communication and national emergencies recently lambasted METI head Banri Kaeda for acting as both nuclear promoter and regulator in charge of the now-muzzled Nuclear and Industrial Safety Commission. TEPCO struck back quickly, blaming the prime minister’s helicopter fly-over for delaying venting of volatile gases and thereby causing a blast at Reactor 2. For “health reasons,” TEPCO ‘s president retreated to a hospital ward, cutting Kan’s line of communication with the company and undermining his site visit to Fukushima 1.

Kan is furthered hampered by his feud with Democratic Party rival Ichiro Ozawa, the only potential ally with the clout to challenge the formidable pro-nuclear coalition

The head of the Liberal Democrats, which sponsored nuclear power under its nearly 54-year tenure, has just held confidential talks with U.S. Ambassador John Roos, while President Barack Obama was making statements in support of new nuclear plants across the U.S.

Cut Off From Communications

The substance of undisclosed talks between Tokyo and Washington can be surmised from disruptions to my recent phone calls to a Japanese journalist colleague. While inside the radioactive hot zone, his roaming number was disconnected, along with the mobiles of nuclear workers at Fukushima 1 who are denied phone access to the outside world. The service suspension is not due to design flaws. When helping to prepare the Tohoku crisis response plan in 1996, my effort was directed at ensuring that mobile base stations have back-up power with fast recharge.

A subsequent phone call when my colleague returned to Tokyo went dead when I mentioned “GE.” That incident occurred on the day that GE’s CEO Jeff Immelt landed in Tokyo with a pledge to rebuild the Fukushima 1 nuclear plant. Such apparent eavesdropping is only possible if national phone carrier NTT is cooperating with the signals-intercepts program of the U.S. National Security Agency (NSA).

The Manchurian Deal

The chain of events behind this vast fabrication goes back many decades.

During the Japanese militarist occupation of northeast China in the 1930s, the puppet state of Manchukuo was carved out as a fully modern economic powerhouse to support overpopulated Japan and its military machine. A high-ranking economic planner named Nobusuke Kishi worked closely with then commander of the occupying Kanto division, known to the Chinese as the Kwantung Army, General Hideki Tojo.

Close ties between the military and colonial economists led to stunning technological achievements, including the prototype of a bullet train (or Shinkansen) and inception of Japan’s atomic bomb project in northern Korea. When Tojo became Japan’s wartime prime minister, Kishi served as his minister of commerce and economy, planning for total war on a global scale.

After Japan’s defeat in 1945, both Tojo and Kishi were found guilty as Class-A war criminals, but Kishi evaded the gallows for reasons unknown-probably his usefulness to a war-ravaged nation. The scrawny economist’s conception of a centrally managed economy provided the blueprint for MITI (Ministry of International Trade and Industry), the predecessor of METI, which created the economic miracle that transformed postwar Japan into an economic superpower.

After clawing his way into the good graces of Cold Warrior John Foster Dulles, Eisenhower’s secretary of state, Kishi was elected prime minister in 1957. His protégé Yasuhiro Nakasone, the former naval officer and future prime minister, spearheaded Japan’s campaign to become a nuclear power under the cover of the Atomic Energy Basic Law.

American Complicity

Kishi secretly negotiated a deal with the White House to permit the U.S. military to store atomic bombs in Okinawa and Atsugi naval air station outside Tokyo. (Marine corporal Lee Harvey Oswald served as a guard inside Atsugi’s underground warhead armory.) In exchange, the U.S. gave the nod for Japan to pursue a “civilian” nuclear program.

Secret diplomacy was required due to the overwhelming sentiment of the Japanese public against nuclear power in the wake of the Hiroshima and Nagasaki atomic bombings. Two years ago, a text of the secret agreement was unearthed by Katsuya Okada, foreign minister in the cabinet of the first Democratic Party prime minister, Yukio Hatoyama (who served for nine months from 2009-10).

Many key details were missing from this document, which had been locked inside the Foreign Ministry archives. Retired veteran diplomat Kazuhiko Togo disclosed that the more sensitive matters were contained in brief side letters, some of which were kept in a mansion frequented by Kishi’s half-brother, the late Prime Minister Eisaku Sato (who served from 1964-72). Those most important diplomatic notes, Togo added, were removed and subsequently disappeared.

These revelations were considered a major issue in Japan, yet were largely ignored by the Western media. With the Fukushima nuclear plant going up in smoke, the world is now paying the price of that journalistic neglect.

On his 1959 visit to Britain, Kishi was flown by military helicopter to the Bradwell nuclear plant in Essex. The following year, the first draft of the U.S.-Japan security was signed, despite massive peace protests in Tokyo. Within a couple of years, the British firm GEC built Japan’s first nuclear reactor at Tokaimura, Ibaragi Prefecture. At the same time, just after the 1964 Tokyo Olympics, the newly unveiled Shinkansen train gliding past Mount Fuji provided the perfect rationale for nuclear-sourced electricity.

Kishi uttered the famous statement that “nuclear weapons are not expressly prohibited” under the postwar Constitution’s Article 9 prohibiting war-making powers. His words were repeated two years ago by his grandson, then Prime Minister Shinzo Abe. The ongoing North Korea “crisis” served as a pretext for this third-generation progeny of the political elite to float the idea of a nuclear-armed Japan. Many Japanese journalists and intelligence experts assume the secret program has sufficiently advanced for rapid assembly of a warhead arsenal and that underground tests at sub-critical levels have been conducted with small plutonium pellets.

Sabotaging Alternative Energy

The cynical attitude of the nuclear lobby extends far into the future, strangling at birth the Japanese archipelago’s only viable source of alternative energy-offshore wind power. Despite decades of research, Japan has only 5 percent of the wind energy production of China, an economy (for the moment, anyway) of comparable size. Mitsubishi Heavy Industries, a nuclear-power partner of Westinghouse, manufactures wind turbines but only for the export market.

The Siberian high-pressure zone ensures a strong and steady wind flow over northern Japan, but the region’s utility companies have not taken advantage of this natural energy resource. The reason is that TEPCO, based in Tokyo and controlling the largest energy market, acts much as a shogun over the nine regional power companies and the national grid. Its deep pockets influence high bureaucrats, publishers and politicians like Tokyo Governor Shintaro Ishihara, while nuclear ambitions keep the defense contractors and generals on its side. Yet TEPCO is not quite the top dog. Its senior partner in this mega-enterprise is Kishi’s brainchild, METI.

The national test site for offshore wind is unfortunately not located in windswept Hokkaido or Niigata, but farther to the southeast, in Chiba Prefecture. Findings from these tests to decide the fate of wind energy won’t be released until 2015. The sponsor of that slow-moving trial project is TEPCO.

Death of Deterrence

Meanwhile in 2009, the International Atomic Energy Agency (IAEA) issued a muted warning on Japan’s heightened drive for a nuclear bomb- and promptly did nothing. The White House has to turn a blind eye to the radiation streaming through American skies or risk exposure of a blatant double standard on nuclear proliferation by an ally. Besides, Washington’s quiet approval for a Japanese bomb doesn’t quite sit well with the memory of either Pearl Harbor or Hiroshima.

In and of itself, a nuclear deterrence capability would be neither objectionable nor illegal- in the unlikely event that the majority of Japanese voted in favor of a constitutional amendment to Article 9. Legalized possession would require safety inspections, strict controls and transparency of the sort that could have hastened the Fukushima emergency response. Covert weapons development, in contrast, is rife with problems. In the event of an emergency, like the one happening at this moment, secrecy must be enforced at all cost- even if it means countless more hibakusha, or nuclear victims.

Instead of enabling a regional deterrence system and a return to great-power status, the Manchurian deal planted the time bombs now spewing radiation around the world. The nihilism at the heart of this nuclear threat to humanity lies not inside Fukushima 1, but within the national security mindset. The specter of self-destruction can be ended only with the abrogation of the U.S.-Japan security treaty, the root cause of the secrecy that fatally delayed the nuclear workers’ fight against meltdown
